On 7th of June 2017 during the meeting of the Steering Committee, the Minister of Ecology and Natural Resources of Ukraine Ostap Semerak presented the final version of the National Waste Management Strategy. This document was elaborated within cooperation of three Ukrainian ministries: the Ministry of Ecology and Natural Resources (MinNature), the Ministry of Economic Development and Trade (MEDT), and the Ministry of Regional Development, Construction and Housing (MinRegion) with the expert support of GIZ and EBRD. The National Waste Management Strategy will determine the direction of state policy for managing municipal, industrial and other types of waste until 2030.

“We have the final version of this document. The next step is the approval of the Cabinet of Ministers and elaboration of the relevant legislation. The document is based on European directives, which Ukraine has undertaken to implement within the framework of the EU – Ukraine Association Agreement. The document benefits from practical experience of EU member states in solving issues with multiple types of waste: household, construction, electronic, agricultural and others,” Semerak explained.
The document provides the framework for circular economy development in Ukraine, minimisation of waste generation and encourages its re-use as a secondary raw material.
It was noted that the pace of reforms implementation in the area of waste management would heavily depend on how active regional governments and local communities would be involved.
